In the UK the freedom of information act states that the public can request any information from a public authority, the ministry of defence is a public authority and so surely you could request all of their information about UFOs and if they didn't give you the information then they would have to justify why which would then give you a written confirmation of if they had information about any UFOs. And yes i know that they would 99% most likely would not give you the information.
