After getting in touch with Durango Police Department, I was informed that the report was made to the La Plata County Sheriff's Office, and so I got in touch with them.
I got a response today from Public Information Officer with La Plata, Daniel Bender:
Around 7:45PM a person called Dispatch saying he thought he saw something he could not identify, hovering over Florida Mesa. The person called back about 6 minutes later and said he had figured out it was a new radio tower he had not noticed before. There was no report written and the Deputy never arrived in the area due to the caller having figured out what he was looking at.
So I guess there it is. I'm not exactly sure how a report of something someone couldn't identify had turned into a witness reporting a UFO dropping people off on a mesa. The report of a UFO dropping people off is from the Durango Herald, so it seems like the result of terrible journalism.
I've emailed Daniel Bender asking him to furnish the original transcript from the report so that we can find out if "a UFO dropping people off" is the words of the witness or if it comes from the Durango Herald. I will share the response here when it comes in.

Since there was no report written by the Sheriff’s Office, there is no transcript to furnish. The Dispatch Center, which is not part of the Sheriff’s Office, dispatches for 13 agencies. Their dispatchers will at times type info on their screen from people who call them. I checked and found they typed: “RP Adv he sees a UFO dropping people off”. RP “means “Reporting Party”. “Adv” means “advised”
The Dispatcher made another entry a few minutes later that said. “RP called back to ADVD He thinks it is a new antenna”
I don’t know where the reference to “a mesa on near Farmington Hill, just south of Durango” came from. I can only guess it could have been from radio scanner hearing a discussion between the dispatcher giving a location to the Deputy.
The bottom line is: A person called Dispatch to say they saw something that appeared strange to them and then later called back to say it was a new antenna and no other action was taken by the Sheriff’s Office.
